This Broad Agency Announcement (BAA) Program is managed by the Air Force Center for Engineering and the Environment (AFCEE), Technical Restoration Branch (TDV) under FAR 6.102(d)(2). This announcement seeks out proposals that demonstrate and validate innovative, sustainable, and cost-effective technologies and/or methodologies that will lead to accelerated closure of environmental sites across the Air Force and serve the Air Force's future environmental needs. Validated technologies and methodologies must comply with all applicable regulatory requirements, policies and guidance in the Environmental Restoration, Compliance Restoration, and Military Munitions Response Programs. This solicitation is not to test theoretical concepts or technologies and methodologies that currently exist solely in a laboratory research and development (R&D) phase or that have already been tested and validated multiple times in the field (i.e. a service).
AFCEE BAA FY12 Second Round Solicitation Areas of Need
Restoration Program:
- Priority 1 - Emerging Contaminants: Proposals should include innovative treatment technologies such as applied in situ bioremediation, chemical oxidation, chemical reduction, or other innovative technologies that specifically address emerging issues and/or contaminants. Emerging issues can be considered those chemicals, materials, or items that have the potential to affect the AF's ability to execute programs, impact schedules, increase cost, or alter a technical approach. Emerging contaminants should be those currently on the AFCEE Emerging Issues list, the Department of Defense Emerging Contaminants Action and Watch lists, USEPA's Candidate Contaminant List, and/or other contaminants that have potential significant Air Force implications as judged by AFCEE/TDV. Specific needs relate to the characterization of emerging contaminant exposure pathways and associated risks, emerging contaminant treatment technologies, improved technologies/methods addressing more stringent regulations, and the assessment of Air Force-wide impacts from future, or changing regulations regarding the detection and treatment of emerging contaminants in soils and groundwater. Example emerging contaminants of interest include but are not limited to: 1,4-dioxane, perfluorinated compounds, hexavalent chromium, chlorinated pesticides, and N-nitrosodimethylamine.
- Priority 2 - Injection Delivery Remediation: Proposals should include innovative methodologies for improved injection delivery of amendments including bio-augmentation, bio-stimulation amendments, in-situ chemical oxidation amendments, and other amendments to increase remediation potential in low-permeability zones.
AFCEE BAA Process
Eligible Offeror/Applicants: This requirement is restricted to US - companies, academic institutions, non-profit institutions, and/or government agencies. Foreign participants and/or individuals may participate as subcontractors to the extent that such participants comply with any necessary Non-Disclosure Agreements, Security Regulations, Export Control Laws, and other governing statutes applicable under the circumstances.
Acquisition Overview: Proposal submittal is a two-step process. Phase I requires completion of a two-page online form (white paper/pre-proposal). It is critical that proposals convey the requested information accurately and concisely to facilitate their review (strongly advised to read the Phase I Proposal Instructions). Each electronic submission shall address only one area of need. Additional assistance is provided in the Air Force "BAA Guide For Industry". To be eligible for an award, submission of Phase I is required. PHASE I SUBMITTALS ARE DUE NO LATER THAN 4:00 PM CST, 06 JANUARY 2012. Phase I submittals received after 06 January 2012 will be handled according to the rules under FAR52.215-1(c)(3).
Evaluation/Notification: Phase I pre-proposals/white papers are evaluated by the Air Force's Technical Evaluation Board (TEB) using the evaluation criteria included with the Phase I Proposal Instructions. Offerors whose pre-proposals/white papers are judged innovative and that meet Air Force needs are notified electronically via email to submit a Phase II full proposal; those not selected are notified accordingly. Offerors invited to submit a Phase II proposal are sent to key personnel contact the listed in Phase I pre-proposal along with a Request for Proposal (RFP) Package, Phase II instructions, how and when Phase II proposals are to be submitted to the Air Force. To be eligible for an award, submission of Phase I is required.
